Joseph Hedges
International Affairs Manager City of San Jose Office of Economic Development
Joseph Hedges has been with the City of San Jose Office of Economic Development since 1991. In his position as International Program Manager, he oversees a variety of international programs, including the Foreign Trade Zone, retention and attraction initiatives for international businesses, and manages the city’s relationships with international cities and foreign embassies and consulates. Most recently, he has worked with the City’s Airport on air service development to increase domestic and international flights at the San Jose International Airport. He has planned and implemented several City economic development missions to Asia, Europe, and Latin America to advance San Jose’s economic interests across the globe. Prior to joining the City, he planned and implemented several largescale international business, trade and legal conferences in Japan, China, Russia, and the U.S.
